In Final Fantasy VII, who talks to Cloud Strife in his dreams?

I've beaten the game three times, yet fail to understand about half of this. I'm talking about incidents such as the mysterious voice talking to him in the Sector 8 reactor, in Aeris's house when he's asleep, in Junon, etc.
